Contracts Manager

Position Summary:

The Contracts Manager will oversee the day to day management of the company's contracts department which handles life-cycle US Government, commercial, and international contract administration.

Responsibilities:

Specific duties will include:

  • Day to day management of the company's contracts department which handles life-cycle US Government, commercial, and international contract administration.
  • Serves as primary business liaison with external client contracting officers and other contracting officials on contractual and business administrative matters.
  • Works closely with executive leadership, project managers and with staff in Accounting, Business Development, and Human Resources.
  • Negotiates, monitors and manages complex government, commercial and international contracts, subcontracts and consulting agreements, including drafting and negotiating terms and conditions, budgets, teaming and non-disclosure agreements, and other legal documents and business correspondence as required.
  • Supervises export compliance program and related staff
  • Reviews and approves all department templates for subcontracts, consultant agreements, teaming and confidentiality agreements and contract related procurements.
  • Reviews and recommends approval for all negotiated deviations from standard language.
  • Ensures contractual compliance, including documentation of allocability, allowability and reasonableness of costs; identification and protection of intellectual property rights; provides advice to senior staff on these and other business management issues.
  • Ensures regulatory and contractual reporting requirements are met including small business subcontracting reports, GSA schedule industrial funding fee reports and ARRA reporting.
  • Supports management team on bid strategies
  • Recommends proposal pricing strategies; assists project and business development staff in budget and cost proposal review and/or preparation as required and provides guidance on compliance of same with RFP and other relevant requirements.
  • Leads contract negotiations including fees and terms as directed by the CEO/CFO


Qualifications & Education:

  • Bachelor's degree in business, finance, accounting, or related field required, advanced degree preferred.
  • At least 10 years progressively responsible experience in contract management including at least 6 years with direct responsibility for federal government contract compliance handling Cost reimbursement, T&M and FFP type contracts.
  • Experience with administering GSA schedules.
  • Supervisory level experience preferred.
  • Expertise with the FAR/DFAR, agency supplements, the FTR, DSSR and other relevant guidance required.
  • Cost proposal/budget review and development experience is required; cost/price and indirect rate analysis skills are highly desirable.
  • Excellent written and verbal communication skills.
  • US Citizen

Physical Requirements:

  • Position requires use of computer, telephones and other office equipment, reading, writing, standing, sitting, walking, repetitive motions, bending, climbing, listening and hearing ability and visual acuity.
